Hosted by the China Carbon Market Conference in Wuhan, the Open Coalition on Compliance Carbon Markets convened for its second High-Level Meeting. The Meeting brought together all members and observers to endorse the institutional structures of the Open Coalition and its Secretariat and to adopt the Work Plan to fulfil the strategic objective of the platform. The Open Coalition welcomed new members with Canada, France, Norway, Singapore, Türkiye and the United Kingdom, and several highly valued observers who have formally acceded to the initiative prior to the event. The meeting also laid the ground for next priority steps and a High-Level Roundtable at COP31. Following to the meeting, the Open Coalition hosted a public event and panel discourse on the vision and rationale of the Coalition’s high-level platform.

The Open Coalition on Compliance Carbon Markets was officially launched on 7 May 2026 during the EUI Climate Week (European University Institute) in Florence. The ceremony formally adopted the Open Coalition’s Terms of Reference and established Brazil as the Chair of the Open Coalition for the first two years of the initiative, with China and the European Commission as Co-Chairs. New Zealand and Germany were the first countries to join as members at the constitutional meeting, and marked that the Open Coalition is open to receive applications for membership and observer status as stipulated in the Terms of Reference

The signing ceremony was participated by Extraordinary Secretary for Carbon Markets in Brazil, Cristina Reis, the European Commission’s Director-General for Climate Action, Kurt Vandenberghe, representing the European Union, and the Vice Minister of Ecology and Environment of China, Li Gao

On 7 November 2025, during COP30 in Belém, governments adopted the Declaration on the Open Coalition on Compliance Carbon Markets, developed under the leadership of Brazil, with close engagement from several partners. The Declaration had been endorsed by 17 jurisdictions, including Brazil, China, the European Union, the United Kingdom, Canada, Chile, Germany, Mexico, Armenia, Zambia, France, Rwanda, Andorra, Guinea, New Zealand, Monaco, Singapore, and Norway.
